These are the main issues affecting the sustainable planning and growth of Taveta town, with the main causes falling under uncontrolled development with weak institutional support. This in turn affects the social and physical infrastructure development, leading to insecurity in tenure and high levels of poverty.
Using the peripheral model, the above plan was proposed to link the new and old towns of Taveta for maximized commercial and industrial growth. The plan factored in the hinterland to increase the catchment area for the old town. This will increase the labour market available to develop both the new and old towns. This model also proposes the development of residential areas outside the town to allow for the relocation and redevelopment of the informal settlements located within Taveta old town. 

The plan also proposes action plans for the redevelopment of the old air strip, formerly used for the transportation of sisal during the colonial and early postcolonial periods. It also proposes the redevelopment of the Bura Ndogo informal settlement (Zone C), in line with the proposed water supply network. The proposed plan also takes advantage of the existing railway line, which will be leveraged for commercial and industrial expansion by providing an affordable means of freight transportation.
Proposed Bura Ndogo settlement action plan: The plan proposes the formal surveying and subdivision of the existing land into plots covering 0.045ha, which is the minimum permitted size of land in Kenya. The action plan proposes a commercial area along the road to relieve pressure from the existing commercial center within Zone A.
The proposed Early-Childhood Development (ECD) school will cater to the younger population, who currently have to traverse the town to access education facilities in Zone A and Zone B.
Proposed Water Supply Action Plan: This targets the water unavailability within Taveta old town. Despite the water table being high within the area, Taveta old town experiences water shortages with majority of the population, especially within the informal settlements in Zone C and Zone D. The plan ensures supply to all identified residential areas, running along the roads and access routes to ensure maximum reach.
Proposed River Riparian Action Plan: Zone B experiences flooding of the seasonal river, affecting the residential area within it. This was exacerbated further by the construction of the Taveta-Holili road, whose culverts were not adequately constructed, leading to the diversion of the natural flow to other areas. 
The plan proposes the shifting of the 18m road linking Zone A and Zone B to allow the free flow of the river, especially during the seasonal rains. A 10m buffer (riparian reserve) is proposed, starting from the maximum width the seasonal river expands to. This ensures the water remains contained and also provides a green belt within Zone B, cutting through the proposed green open areas in Matopeni settlement.
Proposed Airstrip Action Plan: To fully take advantage of the land value of the air strip in Zone A, the plan proposes the development of a commercial area, specifically a hotel and hospitality zone towards the south, with the north area being transformed into a mixed-use residential area. In between these uses is a proposed recreational park, half of which will be used as an inland maize drying port until the finalization of the construction of the market within the new town.
